二、Brief Introduction

Political science as a discipline in Sichuan University has a profound historical background. When the School of Law at the National Sichuan University was set up in 1933, department of political science was ranked as one of the three major departments. An independent department and a high-level faculty was established at that time. The Institute of South Asian Studies (ISAS), another major institute for political sciences at Sichuan University, was founded in 1979 upon the erstwhile India Studies Office (established in 1964 according to the decree from Foreign Affairs Office of State Council and Ministry of Higher Education, issued in accordance with late Chairman Mao Zedong and Premier Zhou Enlai's instruction on reinforcing international studies). ISAS started its postgraduate educational program in 1980s before it was granted with an International Relations Master Degree Program in 2001. Being granted with a master degree program of Political Theory in 2002,SichuanUniversityis granted with a master degree program of Chinese and Foreign Political Institution and began to recruit undergraduates major in “International Politics” in2003.TheUniversitywas granted with full right to offering postgraduate degrees covering all under-disciplines of political sciences in 2006.

Political science as a discipline inSichuanUniversityhas formed its evident features. The first feature is its large numbers of outstanding talents. Thanks to a strong faculty system and prominent professors such as Professor Luo Zhongshu, Shi Jian, Jiang Xiaoping, Huang Jinhui, Shi Yungui, Zhang Li, Li Tao, Yang Wenwu and so on, political sciences studies inSichuanUniversityhas had a great influence. Secondly, it has a lot of discipline platforms. The School of Marxism (School of Political Sciences) at Sichuan University is empowered to offer degrees in all branches of political science. The Institute of South Asian Studies, as a MOE Key Research Institute for Social Sciences as well as a Key Research Center for State/Regional Studies, is authorized to offer degree in International Relations. TheSchoolofPublic Administration, on the other hand, is empowered to offer degree in Chinese and Foreign Political Institution. Other institutes specialized in political sciences are Collaborative Innovation Center for Security and Development in Western Frontier China, EU Studies Center, American Studies Center (both being Key Research Center for State/Regional Studies), Center for Contemporary Russian Studies and Pakistan Studies Center and 10 other South Asian State/Regional Studies Center. Numerous research institutes have been proved to be a major support to smooth development of political science as a discipline in Sichuan University. The third major feature is its competitive research teams, such as the research team on “Collaborative Innovation Research on the Security and Development in Western Frontier China” led by Prof. Luo Zhongshu, the research team on “South Asia Studies” led by Prof. Li Tao, the research team on “Grassroots Government Reform and Local Governance” led by Prof. Jiang Xiaoping, the research team on “Democracy Theory and Its Exploration in China” led by Prof. Huang Jinhui and so on.

The synergy of talents in political science and research institutes has produced a number of academic research teams with its unique characteristics. First of all, theoretical studies of political science and research on political development inChinaare highly appreciated inSichuanUniversity. Prof. Huang Jinhui, Yang Shaowu, Dr. Zhong Changcheng, Dr. Wang Hongshu, Dr. Deng Yong, Dr. Liu Xiao, and Dr. Ding Zhongyi have spent long time on the theoretical studies of political science and research on political development in China (democracy theory and political democracy in China in particular). Rich research outcome on western democracy thoughts and inner-party democracy theory have been achieved, laying a sound foundation for political science as a discipline inSichuanUniversity. Secondly, international relations/international politics and state/regional studies enjoy special attention inSichuanUniversity. A team of 20-plus scholars comprising Prof. Wen Fude, Prof. Chen Jidong, Prof. Zhang Li, Prof. Li Tao, Prof. Yang Wenwu, Prof. Zhang Wei, Prof. Yin Xi’nan, Prof. Dai Yonghong, Prof. Song Zhihui and others has made intensive research on major developments in terms of economy, society, politics, and culture inSouth Asia. As a privileged research institute for South Asian affairs, the Institute of South Asian Studies enjoy a strong influence and considerable reputation home and abroad with regards to the studies of South Asia, South-east Asia, Indian Ocean affairs, as well as interaction of big powers. The three research team led by Prof. Shi Jian, Prof. Li Zhiqiang, and Prof. Chen Jie has made great achievements in the research on Sino-EU relationship and EU politics and diplomacy, Sino-Russian relations and Russian politics, Sino-American relations and domestic political affairs of America. Thirdly, rapid development of study on local government reform and grassroots governance has been achieved. Prof. Jiang Xiaoping, Prof. Shi Yungui, Prof. Xia Zhiqiang and other researcher have made consistent effort on studies of the practice and exploration of regional governance theory for a long time. Their research proved to be a contribution to the gradual development of regional good governance. Fourthly, thanks to the rapidly expanding influence of the Collaborative Innovation Center of Security and Development in Western FrontierChina, it is increasingly becoming an important platform for intergrating and leading the development of political discipline ofSichuanUniversity. Under the guidance and coordination of Prof. Luo Zhongshu, Prof. Yan Shijing, Prof. Shi Jian, Prof. Zuo Weimin, Prof. Zhou Wei, Prof. Wang Zhuo and Prof. Yang Minghong, the Collaborative Innovation Center of Security and Development in West Frontier China not only integrated researches dispersed in a number of colleges and research institutes, but also accelerate the development of some influential academic research teams with clear work division and collaboration. A new historical opportunity for the integration and development of political science as a discipline inSichuanUniversityis thus created.
