Master's tutor, the eleventh batch of academic and technical leaders in Sichuan province (2014). He was born in December 1980 and graduated from Guizhou University in 2004. In the same year he went to Nanjing University to study. He received his master's degree in management (2007) and doctor's degree (2010) from Nanjing University. During the period from September 2008 to August 2009, the State dispatched joint training visits to the Department of Political Science at York University. The main research areas were policy process and decision analysis, the theory and application of deliberative democracy, public administration theory and government reform, social risk and its evaluation, social struggle and governance.
